2016 Officers and Board of Directors

Tequesta DeSouza, SPHR, SHRM-CP


Tequesta is currently Senior Human Resources Generalist for Balfour Beatty Construction and provides a wide range of HR process support to the Florida Division. She has over 9 years experience in the Human Resources profession with experience in Recruiting, Talent Management, Employee Relations and Compensation and Benefits.Tequesta holds a Master’s degree in Human Resource Management from Nova Southeastern University and a Bachelor’s degree in Social Work from Florida Atlantic University.

Tequesta has been an active HRABC Board member serving in positions such as Treasurer, Programs Director and Conference Chair.  Tequesta is excited and looking forward to working with 2016 HRABC Board to bring valuable programming, resources and networking opportunities to our members. 



Shirley Toliver, PHR, SHRM-CP
President Elect


Shirley Toliver MSHRM, PHR, CSSYB is a UPS HR professional, a Global Logistics and Transportation company. She has nearly 15+ years practicing in Human Resource Management, Talent Acquisition, Talent Management, Employee Passion and Employee & Labor Relations and she is also Leadership Coach.

Shirley is actively involved in several community organizations or programs working within her passion to give it away by empowering women, young leaders and those that need a “hand up”. National Association of African Americans in Human Resources; South Florida Chapter; United Way of Broward County Mission United; Suits, Stilettos and Lipstick and a Health and Wellness business owner.

As the President-elect for the Human Resource Association of Broward County, Shirley will support the chapter in its goal to support HR professionals with quality programming and valuable connectivity opportunities.

Betsy Uliss, SPHR, SHRM-CP
Past President

In 2006, Betsy Uliss, SPHR founded Betsy Uliss Consulting, a full service Human Resource Consulting firm. In her 26 years of HR experience, Betsy fulfilled HR positions for Macy’s, Corning Incorporated, Office Depot and RSM McGladrey. Betsy has her Masters in Special Education from Boston College and an undergraduate degree in Health Sciences from University of Massachusetts and an undergraduate degree in Health Sciences from University of Massachusetts. 

Programs Director
Janelle Doharty, PHR, SHRM-CP

Janelle Doharty is the Director of Human Resources for Interim HealthCare the nation's oldest health care franchise company. Prior to her tenure with the Interim HealthCare, Janelle was the Director of Human Resources for United Way of Broward County, and has also held various positions in HR & Recruiting for a number of firms in both healthcare and retail.

Janelle is both PHR and SHRM-CP certified and holds a Master’s of Science in Human Resources Management from Nova South Eastern University. Prior to being Programs Chair, Janelle has also held the role of Membership Chair in 2011 and 2012.

Nancy Spivack 

Nancy Spivack is Senior Vice President Human Resources for Promise Healthcare, Inc.. With over 30 years of human resources experience, her background includes a diverse mix of experience in best practice organizations including hospitality, telecommunications, technology, life sciences and healthcare. Prior to joining Promise, Nancy served as Director of Human Resources for Applied Biosystems, a global biotechnology company. Previous roles include HR leadership positions with Sheraton and Wyndham Hotels, American Personal Communications/Sprint PCS and several technology start-up companies. Nancy also served as Director of Human Resources for the Society for Human Resource Management. Nancy holds her BS in Industrial and Labor Relations from Cornell University. 

Patsy Keating

Patsy is a dynamic HR practitioner and training facilitator. With 21 certifications including HR Compliance and a Master Trainer, Patsy has developed HR departments and delivered training programs in a broad spectrum of industries nationwide. At MedData, as Director of Human Resources & Employee Development, Patsy is responsible for HR in multiple locations & developing an Employee/Leadership Development Curriculum. Patsy is passionate about her job working hard to ensure MedData is an attractive, enjoyable place to work for all current & perspective employees. Patsy is married to her best friend, Patrick Keating, & enjoys kickboxing, gardening, & reading. Patsy has been involved with HRABC board since 2004 is excited to help increase the treasury and membership of our chapter in 2016 – Yippie! 


Freda Merriman
Membership Director

Freda Merriman is a Human Resources Associate for TriNet Ambrose, a Professional Employer Organization that provides concierge services which include employee benefits and health plans as well as payroll. Prior to her tenure with TriNet Ambrose, she was a benefits administrator for an insurance brokerage in N. Miami Beach.

Mrs. Merriman earned her Bachelor of Arts in Speech Language Pathology from N.C. A&T State University; a Master’s of Science in Human Resources Management and a Leadership Certificate were both earned from Nova Southeastern University. Currently, she is a volunteer with the Magnolia Girl Scout Service Unit of Southeast Florida as well as the Broward County Schools.


Bennett Mazor
Hospitality Director

Bennett Mazor is the Permanent Placement Recruiter for TransHire. He specializes in the recruitment and placement of professional associates. He works with South Florida's employers to bring them the talent needed for their organization. Bennett is a believer in connecting great people with the right opportunities. With over 6300 LinkedIn connections, and a keen sense of recruiting, he has mastered the art of the perfect match. Bennett came to TransHire after a successful 16-year corporate career at Office Depot. Prior to Office Depot, Bennett had a career in restaurant management. He was a manager for Cityscape, Harry's Cafe and the Walnut Room restaurants in Chicago. Bennett is also very involved in the South Florida HR community. In addition to being the current Director of Hospitality for HRABC and former Director of Hospitality for the SMA, he attends SMA, GMSHRM, NAAAHR, and HRABC events. He is also a very active networker and organizes and hosts the Miami Networked Recruiter event. Bennett has also been honored by being asked to be a speaker at Career Source Broward, NAAAHR, Lee Hecht Harrison, Back on Track, NSU SHRM and Right Management.



Catalina Franco-Cicero, MS

Catalina Franco-Cicero, MS serves as the Director of Financial Wellness, coach, and partner at Fiscal Fitness Clubs of America, an organization that can best be described as the “Weight Watchers” of money. They provide “Education, Coaching, and Peer Support” both in person and in virtual settings to individuals, groups, and company employees of all socio-economic, cultural, ethnic, and diverse backgrounds within a monthly retainer membership model.  Their main goal is to help individuals control their financial habits and create financial plans, so that they REALLY get what they want from their money! (...and have some fun while doing it!) 


After college, Catalina began her career in fitness and wellness, where she owned and led a successful business. She also worked at Barry University in the School of Human Performance and Leisure Sciences. She made a career change in 2011 to pursue her passion in financial planning by enrolling in the CERTIFIFED FINANCIAL PLANNER coursework culminating in passing the certification test, and is now a candidate for the prestigious CFP designation. Catalina was recently recognized as the 2016 Financial Planning Association’s Diversity Scholarship Winner for bringing financial planning to underserved populations. She is excited to serve in the Treasurer role for HRABC and looks forward to helping the organization continue to serve HR professionals in Broward County, FL.


Kara S. Nickel, Esq.
Legislative Affairs

Kara S. Nickel is a Shareholder in the Labor & Employment Department of the law firm, Stearns Weaver Miller Weissler Alhadeff & Sitterson, P.A. She represents employers in employment litigation and administrative charges and complaints, and regularly counsels employers on the full-range of employment issues, including employee performance management, discipline and terminations, FMLA and leaves of absence, reasonable accommodations, internal investigations, and wage and hour compliance. She represents private and public sector employers and has experience in a variety of industries, including healthcare, banking and financial institutions, hospitality, retail and insurance. Ms. Nickel is a frequent presenter and writer on topics including the Family and Medical Leave Act (FMLA), cybervetting/electronic monitoring of employees and family responsibilities discrimination. She is a graduate of the University of Miami School of Law, and a member of the Florida Bar.

Robert Calamia
Sponsorship Director

Robert Calamia graduated from The University of Texas at El Paso with a Master’s in Public Administration and later worked as VP of National and Global Services at USIS and Cross Match Technologies managing teams in the United States and Europe. He recently worked with a business reconstruction team as a COO working with teams in Miami, Texas, Arizona, and Nevada. Now Robert owns and operates PrideStaff- providing staffing and recruiting solutions for companies big and small in South Florida. Robert's operations, P&L, and service experience can assist companies looking for consultative advice on their staffing scenarios and needs. Robert is a Veteran and served six years with the Texas Army National Guard in Field Artillery. Outside of work Robert enjoys spending time with his family, scuba diving, and fishing. 

Maria Ferrante Wilson, SPHR, SHRM-CP
Workforce Readiness Director

Maria is a progressive Human Resource Professional with experience spanning global public corporations to regional not for profit organizations within the healthcare, biotechnology and service industries. Her areas of expertise include: acquiring and retaining top talent, performance management, employee/leadership development, change management, employee relations and compliance. She holds a Bachelor’s degree in Business from Ohio State University along with SPHR and SHRM-SCP certifications. Her volunteer activities include Board of Directors for the South Florida Girl Scouts and previous HRABC Board roles including: Program Chair, Secretary, and Community Affairs Director. She is currently a freelance Talent Acquisition Consultant specializing in management positions within the landscape industry.



Mary Muniz-Pellicer, PHR, SHRM-CP
Community Affairs Director 

Mary Muniz-Pellicer is the Director of Human Resources at the YWCA of Greater Miami-Dade, Inc. Mary is a multi-lingual professional with 20+ yrs of experience in Human Resources, Finance, and Administration. Mary has been very active & involved for many years in community and professional organizations; and currently serves as the 2013 VP Professional Development, overseeing Programs, Global Forum, Executive Summit, and Certification for GMSHRM. She was also the 2012 President for SMA South Florida chapter. Other past chapter roles include President-Elect and Sponsorship Chair for SMA, Vice President of Membership, HR Florida Conference Chapter Ambassador, Hospitality & Orientation Ambassador for GMSHRM, and Diversity Committee and Conference Team member for HRABC. Aside from the HR arena, Mary is active in several other volunteer organizations in South Florida. She currently serves as the Resource Development Chair for the Miami-Dade County Council of PTAs since 2012; also was appointed in 2008 to the NMB Commission on the Status of Women, where she serves on the Board. In addition, Mary has done many speaking engagements and presentations covering topics such as job hunting techniques, interviewing skills, re-vamping resumes, strategic networking, and social media skills for job hunters. In recent years, Mary has presented at the 1st Florida Women’s Conference in Orlando; at the Broward County Women’s Empowerment Expo; at the Miami Beach Women’s Conference and Expo, at the Regional National Association of Women Business Owners (NAWBO) annual event, at the American Society for Public Administration South Florida Chapter and at the YWCA Regional Southeast Conferences to name a few.


Kathy Patton, SPHR, SHRM-CP
Professional Development Director 

Kathy has over 20 years of progressive HR experience in corporate, for-profit organizations located in VA, CA, OH and FL. Kathy is currently in a career transition and is consulting on a part-time basis, for several companies, one of which is Right Management. She obtained her BA degree from UNC-Greensboro and her HR Management certification from UC-San Diego. Her favorite HR functions include employee relations and management, training and development, and recruiting and selection. She has been a member of HRABC since 2002 and has been a volunteer for multiple committees.


Claudette Burke, PHR, SHRM-CP
Diversity Director 

Claudette has over 16 years of progressive Human Resources Management experience in the private sector and public educational organizations. Claudette holds a Master's degree in Human Resource Management from Nova Southeastern University and a Bachelors degree in Business Management from Florida Atlantic University, and is Lean Six Sigma Green Belt certified. She served previously as HRABC's Treasurer. Her areas of expertise include employee benefits and wellness management, employment management, professional training and development, performance management, compliance and employee relations.


Vivian Herrera
Student Chapters Director


Vivian Herrera has over 18 years of diverse international human resources and management experience that ranged from entrepreneurial, mid-sized, and Fortune 500 firms in finance, insurance, manufacturing, professional services, e-commerce and consumer products. She has extensive hands-on experience leading HR initiatives including policy design, compensation, performance management, recruiting, compliance reporting, HRIS implementations, HR workflow development, training and development, and benefits administration.
