Priscilla Fabregas Torres
President

Priscilla (Fabregas) Torres is a seasoned HR executive with over 15 years of experience working in the healthcare, nonprofit, and automotive industries. She currently serves as the Chief Human Resources Officer at Health Choice Network, Inc., a non-profit organization that provides services to federally qualified health centers across the nation.

Priscilla holds a Master's degree in I/O Psychology and a Bachelor's degree in Psychology, and is expected to receive her Doctorate degree in Organizational Leadership Effectiveness in the summer of 2023. As a strategic and results-focused leader, Priscilla believes in leading with a servant heart and promoting a culture of collaboration that fosters continuous growth and motivates employees to reach their full potential.

In addition to her career endeavors, Priscilla has a passion for giving back to the HR community through volunteerism, connection, and collaboration across HR professionals. She is the current President of HR Association of Broward County, a SHRM affiliated organization that serves over 400 members across a county of 1,500 HR professionals. Priscilla has also served in numerous board positions and advisory roles, including HOPE South Florida, Inc., Florida International University School of Public Health, University of Miami School of Public Health, and the American Heart Association.

Priscilla maintains a part-time appointment as an Adjunct Faculty Professor at Broward College. She is also a certified John Maxwell professional speaker, coach, and trainer, and enjoys presenting at local universities, seminars, workshops, speaking engagements, conferences, and business podcasts.

Natasha Terrell

Proudly serving the community as the Human Resources Manager of Staffing Services for Broward County, Natasha Terrell brings with her nearly 20 years of professional HR experience.

As a Human Resources Manager, Ms. Terrell develops recruitment policies for the County and it’s nearly 60 agencies as they recruit for their wide range of business operations. Her skills and passion for the Human Resources profession allows her to lead Staffing Services in high-volume recruitment efforts to fill a variety of career opportunities. Natasha also facilitates and manages key projects including vendor contracts and updating policies and procedures. She does this to ensure that Broward County attracts and retains top-talented individuals to meet the needs of the public and the many agencies it serves county-wide. These policies ensure that the County’s recruitment process is efficient, fair and serves as a model to other organizations.

A native of Detroit, Michigan, Ms. Terrell has extensive experience in both public and private organizations. Her vast industry experience encompasses that of retail, construction and higher education.

Ms. Terrell holds a Master’s degree in Human Resources Management and a Human Resources post-graduate certificate. She has consistently volunteered for the past several years as a United Way Reading Pals mentor to improve literacy for students from Pre-K through 3rdgrade. Ms. Terrell also serves as a member of both the Advisory Committee for Broward County Schools to provide valuable input as they focus on developing students for the competitive workforce and now gives her time to HRABC as the Director of Workforce Development.

Eduardo Safille

Eduardo “Eddie” Safille is back with the HRABC board, after serving as its President in 2019 then joining the HR Florida Council as Editor of the HR Florida Review (and its monthly newswire). He serves at the SVP of HR at Thermal Concepts, with previous HR leadership roles at Arc Broward (almost 6 years) and the Broward County Health Department (over 7 years). Eddie also has been teaching graduate level human resources classes at Florida International University, in the Master of Science in Human Resource Management program. Finally, he serves on the executive board of Equine-Assisted Therapies of South Florida.

After earning his undergraduate degree from the University of Pennsylvania, Eddie went on to get two law degrees – a JD from Washington and Lee University and an LLM from the University of Miami. He holds multiple certifications in HR, Myers-Briggs, and Emotional Social Competency Inventory, as well as a certificate in strategic human resource management from Cornell.

Eddie is a devout, practicing Catholic and self-proclaimed computer nerd. When not working in HR or volunteering, he enjoys spending time with his wife and 6 children in and around Plantation, Florida.



Keith Franklin

Keith Franklin is an HR and Benefits Consultant with Gallagher who partners with businesses that value their employees, are vested in their physical, mental, career and financial wellness, and want a high-quality employee benefits strategy to attract and retain the best and brightest. He helps organizations get the most value from their employee benefits programs and solve their most pressing benefits challenges, while eliminating unnecessary expense. The results are improved productivity, better employee retention, and increased financial resources.

Keith brings over 20 years of underwriting leadership with both CIGNA and United Healthcare, in addition to consulting and relationship management experience with Mercer and NFP. Keith earned his Bachelor of Business Administration at Florida Atlantic University with a major in Business Management and minor in Marketing.

In recognition of his service to the HR profession, leadership in the business community, and service to the civic community, Keith was presented with the 2019 Hall of Fame Award from the Human Resources Association of Broward County (HRABC).In addition to volunteering with HRABC and Greater Miami SHRM, Keith is an advocate for children’s health and education, regularly volunteering with Feeding South Florida and Junior Achievement of South Florida.

 



Ana Williams

With 15 years of Human Resource experience, Ana Williams is a seasoned professional adept at navigating start-up and Fortune 500 environments. Ana holds an MBA from Nova Southeastern University and a BA in Business Administration from the University of Miami, and her academic foundation complements her strategic leadership.

Ana joined AirSculpt Technologies, an international body contouring provider based out of Miami Beach, as the Vice President of People in September of 2023. AirSculpt currently has 27 locations across the United States, Canada, and the United Kingdom, and in 2021 became the first plastic surgery organization publicly traded in the United States. Ana continues to leverage her extensive HR expertise in this role to drive organizational success.

Ana's career showcases her ability to adapt to different work environments and her dedication to driving success. Ana's commitment to empowering individuals highlights her passion for making a difference in human resources and leaving a lasting mark on the organizations she serves.

Camille Wright is the Human Resources Director at American Health Marketplace, whose life's work is shaped by her roots in the Jamaican West Indies and her upbringing in Brooklyn, New York. Living by the inclusive Jamaican motto, "Out of many, one people," and growing up in the culturally diverse melting pot of New York, Camille has internalized the principles of diversity and inclusion as essential to both personal and professional conduct, believing fervently that our differences enrich and strengthen our communities.

She holds a Bachelor's degree in Communication Studies and a Master's in College Student Affairs, with a specialization in Conflict Resolution and Analysis, both from Nova Southeastern University. This academic background has equipped her with the knowledge and skills to effectively address and mediate diverse viewpoints, fostering environments where dialogue and understanding thrive.

Camille has dedicated over 12 years to human resources in various sectors, including healthcare, insurance, and contact center industries. Her professional journey is marked by a series of strategic initiatives that have not only enhanced organizational culture but have also contributed to better business outcomes through increased diversity.

Beyond her professional endeavors, Camille is a committed volunteer, notably with the Pace Center for Girls and other community-based organizations. Her volunteer work is driven by a passion to empower and uplift, particularly focusing on marginalized groups. Thus, she contributes to societal change and promotes inclusivity on a broader scale.

Susan Bigler

Susan Bigler is a Senior Account Manager of Employee Health & Benefits at Marsh McLennan Agency. She specializes in serving mid-market client companies and providing them with top-notch benefits and resources.

Before her career in insurance, she was a business owner for 12 years, giving her a unique perspective in working with her clients.

In addition to her role in the insurance industry, Susan is also a Certified Life Coach, focusing on helping individuals navigate transitional periods in life and improve relationship communication.

She holds a Bachelor of Science degree in Public Relations from Auburn University. Susan is known for her innovative and enthusiastic approach to life.  She is passionate about serving others through networking.  She is involved in various activities such as event planning, volunteering with Samaritan's Purse, advocating for at-risk moms through Every Mother's Advocate, and Soul Care.

Beth Elletson

Beth Elletson, CEO and Founder of ABE, an HR technology platform to securely track, store, and leverage your data to make informed decisions and take control of your professional journey . With 13 years of HR executive experience, including serving as Chief People Officer of the Miami Marlins, she has a proven track record of creating impactful training and development programs, building innovative recruitment strategies, and driving growth and profitability. Prior to the Marlins, she built an HR team from the ground up for a physician staffing company, resulting in a 152% increase in hiring and the development of an award-winning sales training program. Recognized as a "Top 40 Under 40 Business Leader in South Florida" in 2019 and inducted into the Cardinal Gibbons Athletic Hall of Fame in 2017, Beth is a University of Florida graduate and founding executive of Tim Tebow's nonprofit. Antoni has a proven track record of success in building and managing teams, sourcing and placing top talent, and driving growth for companies of all sizes. With a deep understanding of the latest HR trends and a passion for connecting people with their dream jobs, Antoni is dedicated to providing top-notch staffing solutions to businesses and job seekers. In addition to his expertise in staffing, Antoni also boasts extensive experience in communications and sales, allowing him to effectively market and sell his services to a wide range of clients. His company, Andvaris, is known for its innovative use of technology to streamline the staffing process and match the right candidates with the right jobs. As an innovative leader in the staffing industry, Antoni led his company to complete its first acquisition in 2020, looking to grow further through M&A. Lissette Montiel joined Health Choice Network, Inc. (HCN) in 2008 and has held multiple roles through her tenure with HCN. Today, she has the honor and privilege to serves as HCN’s Human Resources Manager. She has over 8 years of experience in Human Resources with a focus in operational and strategic HR objectives. She is passionate about collaborating and brining innovative concepts that can improve overall employee experience.

 

Lissette attained her Human Resources Management Certificate and is currently pursuing her degree from Florida International University. She is enthusiastic to be a part of HRABC’s Board in her role as Workforce Readiness Director.






Lindsay Massillon

Lindsay M. Massillon is a Partner in Weiss Serota Helfman Cole + Bierman’s Labor and Employment Practice Group. Lindsay is an experienced litigator, representing her clients in state and federal courts. She regularly represents management against all employment-related claims, including discrimination, harassment, FLSA violations, whistleblower suits, wrongful termination, FMLA violations, and enforcing non-compete agreements. She has a passion for counseling employers and helping them avoid litigation by providing advice on termination, pay structures, and human resource matters. Lindsay has experience designing and conducting comprehensive, effective internal investigations of employee complaints as well as conducting internal payroll audits. In conjunction with internal investigations and compliance, Lindsay works with employers to ensure that their policies and procedures are carefully crafted to minimize risk.


Lindsay graduated from Nova Southeastern University – Shepard Broad College of Law, where she was a staff member for the Nova Law Review and had an article published. She earned her B.A. from Rutgers University.

As an accomplished HR professional, I bring a wealth of experience and a genuine love for people to the table. I loved it so much that I decided to go to Florida International University (FIU), where I earned my Master of Science in Human Resource Management (MSHRM).

Why I love it so much?
Passion for People: My love for people is at the core of my HR philosophy. Whether fostering a positive work environment, resolving conflicts, or helping employees' well-being, I thrive on building connections.

Volunteering for Alzheimer's Awareness: On a personal note, I volunteer annually with an Alzheimer's support group. This cause is close to my heart due to the loss of a beloved family member. My experience in caregiving and empathy have shaped my approach to HR, emphasizing compassion, patience, and understanding. I am pleased to be part of this board, which also displays the same effort of reaching out to other HR professionals to help them succeed.

Toni Pruitt is an experienced Talent Acquisition and HR Professional with 20+ years of connecting exceptional talent to exceptional careers.  Originally from Boston, Massachusetts, she relocated to Miami, Florida in 2004. Toni has proven success in talent acquisition, HR, diversity initiatives, and creating dynamic internship programs. She continues to have a passion for HR, Diversity, Equity, and Inclusion and has also worked in adjacent HR roles, including Human Capital, Payroll, Financial, and Logistics industries for Fortune 500 companies (ADP, Ryder, Sun Life Financial) as well as Technology start-up environments.

Dr. Dale Laing-Hall, DBA, MS-HRM, SHRM-CP- If you ask her, she will say she is an executive human resources consultant, an inspirational thought leader and an emotional intelligence expert. Her purpose in life is to positively impact and influence each person she encounters by bridging the employee and employer gap in every workplace that dares to shake things up.

Dale empowers professionals to master emotional intelligence to strengthen and cultivate strong relationships, communicate effectively, overcome challenges, and empathize with others. She is the last child of her mother (Miriam) and a wife to one (Jab) her IT friend since high school. Dr. Dale is an Afro-Latina born and raised in Roatan, Honduras in Central America.

Dale holds a Master’s degree in Human Resource Management and a Bachelor’s degree in Health Service Administration, in addition she recently completed her Doctorate degree in Business Administration with a specialization in Social Impact Management which allowed her to focus her research on the concept of Emotional Intelligence (EQ).Powered with all of this knowledge, expertise, and passion, she has embarked on a new journey of starting her very own emotional intelligence executive HR & coaching program for professionals, HR pros and business owners.
