2019 Officers and Board of Directors

Eduardo Safille, PHR, SHRM-CP  

Eduardo Safille (“Eddie”) is a multifaceted management professional, consultant, and academic with advanced legal training in international arbitration and dispute resolution. He studied international politics and mandarin Chinese at the University of Pennsylvania, earned his law degree from Washington and Lee University, and master of laws in international arbitration from the University of Miami. He holds an Advanced Certificate in Strategic HR Management from Cornell University, as well as PHR and SHRM-CP human resource designations. Finally, he is a Myers-Briggs Type Indicator certified practitioner.

Eddie worked for the Florida Department of Health, holding positions as Labor Relations Manager, Director of Human Resources, and Director of Talent Management. Through his human resource work, he has recognized behavioral trends in employees who have succeeded and failed, and implemented strategies to identify these behaviors at an early stage, during the recruitment process. He benefited from a decade of work experience in the hospitality industry, which influenced his perpetual emphasis on customer service – a behavioral competency consistently demonstrated by top performers. In addition to his HR work, Eddie teaches graduate level human resources at Florida International University, in the Master of Science in Human Resource Management program (ranked #1 program by He currently serves as the Vice President of Talent Management for Arc Broward.

Gary Lyew-Ayee, SPHR, SHRM-SCP
President Elect 

Gary Lyew-Ayee has more than 15 years of progressive human resources experience in multiple disciplines. He has worked in various industries; including Telecommunications, Power, Financial, Service and most recently HealthCare.  Currently, he is the Chief Human Resources Officer at Broward Health Imperial Point.  Prior to joining Broward Health, he was a Human Resources Manager at Baptist Health South Florida.  He has been actively involved in South Florida SHRM chapters for over five years.  

Gary holds a Bachelor's Degree from Florida International University and is certified as both a Senior Professional in Human Resources (SPHR) and SHRM Senior Certified Professional (SHRM-SCP). 

Mary Muniz-Pellicer, PHR, SHRM-CP
Past President

Mary Muniz-Pellicer is the Director of Human Resources at the YWCA of Greater Miami-Dade, Inc. Mary is a multi-lingual professional with 20+ yrs. of experience in Human Resources, Finance, and Administration. Mary has been very active & involved for many years in community and professional organizations. Prior to being President Elect for HRABC, Mary served as Diversity Chair/Director, Community Relations Director, and College Relations for HRABC. Prior to that Mary served as the 2013 VP Professional Development, overseeing Programs, Global Forum, Executive Summit, and Certification for GMSHRM. She was also the 2012 President for SMA South Florida chapter, 2015/2016 VP Marketing & Communications, and Sponsorship Chair for SMA. Aside from the HR arena, Mary is active in several other volunteer organizations in South Florida.

Mary serves on the Dade Coalition for Education and Economic Justice; served as the VP of Legislation & Advocacy, Resource Development Chair, and Social Media Chair for the Miami-Dade County Council of PTAs since 2011/12. Mary was also appointed in 2008 to the NMB Commission on the Status of Women, where she served on the Board for many years. In addition, Mary has done many speaking engagements and presentations covering topics such as job-hunting techniques, interviewing skills, re-vamping resumes, strategic networking, and social media skills for job hunters. In recent years, Mary has presented at the 1st Florida Women’s Conference in Orlando; the Broward County Women’s Empowerment Expo; the City of Miami Gardens Business Expo, the Miami Beach Women’s Conference and Expo, the Regional National Association of Women Business Owners (NAWBO) annual event, the American Society for Public Administration South Florida Chapter, and the YWCA Regional Southeast Conferences to name a few.

Rodica Charles
Programs Director

Rodica Charles is the Wellness Manager at Sapoznik Insurance and overseas all the programming and curriculum design that is customized for each client. With a master’s degree in human resources and an extensive background in operations, human resources, employee relations and data analysis, Rodica brings her expertise in building a “fusion” between health and wellness. She understands benefits from the perspective of the employer and the employee.

Prior to Sapoznik Insurance, Rodica was in charge of the human resources, overseeing 2,000 employees across the United States. Formerly, she administered operations for one of the largest national income property management companies.

Rodica is also an adjunct professor for Broward College, teaching senior level courses for business majors. Her academic and professional achievements over the years have allowed her to grow, personally and professionally, gain a better understanding of the environments, while allowing her the opportunity to give back to the community.

Rodica is an avid "yogi" and meditator, with over 20 years of experience in the corporate and customer service space.


Helen Guzzi

Secretary Director

Helen graduated from Florida State University with a Bachelor’s degree in English Literature and worked as a high school English teacher for Broward County Public Schools. After several years of teaching, she decided to make a major career change, so she went back to school and graduated with a Master of Business Administration in Management from Nova Southeastern University. She now works as a Relationship Manager for MedPro International (part of MedPro Healthcare Staffing). She is responsible for managing foreign-educated nurses, coaching and mentoring them in their transition and assimilation to life in the US, and managing expectations and ensuring compliance with contract terms. Helen is also an active advocate for the Alzheimer’s Association and Habitat for Humanity.

Jasmin Villacis

Treasurer Director

Jasmine's passion in the Human Resources field stems from her belief that an organization is only as strong or weak as its people and the skills, different backgrounds, and motivation each person brings to the job. This passion led her to begin her career in Talent Acquisition within the staffing industry, where she worked closely with organizations and candidates in understanding their staffing and employment needs for a mutual fit. Jasmine's drive for working with people and helping organizations grow with the best talent has led her to her current role as an HRIS and Benefits Manager with Arc Broward, a non-profit organization empowering individuals with developmental disabilities of all ages to achieve their highest potential. In her current role, Jasmine is responsible for benefits administration and management of the HRIS systems for the whole organization. Jasmine plans to continue on this path within the Human Resources field.

Jasmine was born, raised, and is currently residing in Miami and holds a Bachelor’s Degree in Psychology and Master of Science in Human Resource Management from Florida International University. 


Karen Cerato

Communications Director

Karen Cerrato is a seasoned HR professional with vast experience in Human Resources and a passion for high growth and fast paced environments. Currently, she is the HR Director for Lennox National Account Services, a division of Lennox International Inc.. Based in Fort Lauderdale, FL, she leads the HR Operations for their national service organization.  Previously, Karen spent 10 years with Kos Pharmaceuticals, Inc.  holding several progressive HR roles including Sr. Manager, Human Resources for their Florida facilities. Karen holds a Bachelor’s degree in Professional Studies with a Certificate in HR from Barry University and a Master’s degree in Human Resources Management from Nova Southeastern University. 

Randy Lippman

Membership Director

Randy’s is currently a Benefits Consultant at Sapoznik.  His 20+ years of consulting experience across a variety of industries, makes him a well-rounded professional working with CEO’s, CFO’s and senior Human Resource professionals to develop strategic plans that encompass cost containment, attracting and retaining top talent and corporate wellness. He prides himself on the relationships he’s developed and is a highly skilled negotiator. Randy’s ingenuity and passion are a driving force in his commitment to going above and beyond for his clients. 


Randy is a born and raised South Florida native and resides in Fort Lauderdale.  He has his 2-15 license and is HIPAA certified.  He currently serves as Membership Director for HRABC.

Deifilia Lanza, PHR, SHRM-CP, 
Hospitality Director

Deifilia Lanza is the Senior Human Resources Business Partner for Fresco y Mas, brand new grocery chain focus is provide our Hispanic and Caribbean customers with an experience that make them feel at home. She has held various Human Resources position with Southeastern Grocers. She has an extensive experience in Hiring, Training, Performance Managing, Associates Relations, and Strategic HR.

Deifilia holds both certifications: PHR and SHRM-CP as well as Coaching in Engagement and Performance Certification with HCI, and a Bachelor in Business Administration with specialization in Management and Human Resources from Florida International University.  


Andrea Kelly
Sponsorship Director

Andrea Carvallo graduated from Florida Gulf Coast University with a Bachelor’s Degree in Business Management and Operations. She then continued her education at Nova South Eastern University where she graduated with a Masters of Business Administration (MBA) in Supply Chain Management. She is bilingual and has extensive business experience in managing teams, process improvement, and insurance. Andrea works at Brown & Brown of Florida, Inc. in the Fort Lauderdale office as an Employee Benefits Consultant where she conducts in-depth analysis and decision-making assistance to employers on topics such as: compliance, alternative funding arrangements, plan design, contribution strategy, and plan administration & education. On her spare time she enjoys volunteering for the Abandoned Pet Rescue as a dog “foster mom” for doggy’s who are in recovery and are unable to stay at the shelter.


Michael S. Kantor, Esq.
Legislative Affairs Director

Michael is an Associate with the law firm of Weiss Serota Helfman Cole & Bierman, P.L. and is based in the firm’s Fort Lauderdale office.  Michael specializes in the Firm’s Labor and Employment Practice Group, representing private and public sector employers in all phases of employment litigation, up to and including trial, on matters arising under federal, state and local employment laws such as Title VII of the Civil Rights Act, the Americans with Disabilities Act, the Age Discrimination in Employment Act, the Fair Labor Standards Act, the Family and Medical Leave Act and the Florida Civil Rights Act. In addition, Michael regularly consults with and advises private and public sector employers on a wide array of human resources issues, including personnel policies and procedures, discipline and discharge matters, drug and alcohol testing, employee privacy rights, and education and training programs for managers and supervisors.

Michael is a regular contributor to publications such as the Daily Business Review, having authored several timely articles on developments in employment law and seasonally relevant issues facing employers. A South Florida native, Michael received his B.S. in Finance from the University of Central Florida and a J.D. from the Nova Southeastern University Shepard Broad Law School.  Prior to joining the Firm, Michael practiced labor and employment law at a large national law firm in Miami.

Donna Marshall

Workforce Readiness Director

Donna enjoys working in the field of Human Resources.  Her passion is helping other successfully gain employment and identifying top talent. As Senior Director of Human Resources and Training, Donna is responsible for hiring, training and retaining talent. She is committed to ensuring leadership is developed and offers training opportunities that are appropriate to the position. Currently, she is focused on developing a companywide Succession and Talent Management plan.  She passionately protects the agency's most valuable resource: human capital. Her capabilities extend beyond the League by seizing opportunities to serve as conference speaker, trainer, lecturer, coach and mentor. She began undergraduate studies in Cincinnati and completed her Bachelor of Science Degree after relocating to South Florida.  She also holds an Associates of Arts Degree.  She is a long standing member of the Society of Human Resources Management (SHRM); serves on the Board of Human Resource Association of Broward County (HRABC) as the Workforce Readiness Director, and member of the National Association of African Americans in Human Resources (NAAAHR).


Tatiana Rosa
Community Affairs Director

Tatiana is a Benefits Consultant for Arthur J. Gallagher & Co. (Gallagher) in the South Florida market and has over 18 years of management, technology consulting and human resources experience in various industries. Tatiana is responsible for business development & management, providing strategic solutions for health and welfare, including benefits administration, compliance, wellness, employee communications and technology, in order to help organizations have happier, healthier, more productive employees and achieve the best financial outcome possible.

Prior to joining Gallagher, Tatiana was a technology consultant at Liazon Corporation, which is the private exchange technology platform that powers the Gallagher Marketplace. Her areas of expertise also include PEO solutions as well as payroll and HRIS systems technology as an account executive and solutions consultant in those arenas. Tatiana has a BSBA and an MBA from Old Dominion University and is actively involved in various local Society for Human Resource Management (SHRM) organizations.

Lindsey Stephens, SPHR
Professional Development Director


Lindsey Stephens is the Human Resources Manager at G4S Secure Solutions, Inc., a global leader in security and related services. Lindsey leads the HR function at G4S for the Southeast Florida Region where she is able to integrate innovative human resource techniques to improve the employee experience. Prior to G4S, Lindsey was the Director of Human Resources at Raw Juce and the Human Resources Manager for Caesars Entertainment at Harrah’s New Orleans and Harrah’s Philadelphia. In addition, Lindsey has held various positions specializing in talent acquisition, training & development, HRIS and employee relations.

Lindsey holds a Master’s degree in Industrial/Organizational Psychology from West Chester University of Pennsylvania and is SPHR certified. 


Magda Vargas

Diversity Director

Magda is a certified High-Performance Coach from Brendon Burchard High Performance Academy and holds the SHRM Certification as a Senior Certified Professional SCP-SHRM and SPHR Certification as Senior Professional Human Resources. She also holds a bachelor’s Degree in Social Sciences from University of Puerto Rico. Today, Magda is a licensed multi-channel partner for Great People Inside in USA – First global platform for fully customized assessments.


Juan Meireles Jr., MSHRM, PHR, SHRM-CP

Student Relations Director

Juan Meireles Jr. is the Human Resources Manager at Quantum Marina Stabilizers. As the HR leader Juan's goal is to introduce innovative practices to keep employees engaged and productive while ensuring compliance and profitability within the company. Prior to the Human Resources Manager position, Juan developed his HR skills as the Human Resources Generalist and Human Resources Assistant at Quantum Marina Stabilizers.

Juan holds a Masters of Science degree in Human Resource Management (MSHRM) from Florida International University (FIU) and is PHR and SHRM-CP certified.
